Setting off for Shimokita

On April 4, 2020, in the early morning, I boarded the Tohoku Shinkansen at Tokyo Station, heading towards Shichinohe-Towada. At that time, the novel coronavirus was just starting to spread, and there were rumors that movement restrictions might be enforced at any moment. Consequently, there were only two or three other passengers in the car with me. This marked the beginning of my journey to Shimokita Peninsula in Aomori Prefecture, a place I had never visited before.

A few months prior, through an introduction by an acquaintance, I had become involved in a dispute over a Hiba forest in the Ushitaki hamlet of Sai Village on the Shimokita Peninsula. This forest was said to be worth several billion yen, possibly even exceeding ten billion yen. The purpose of this trip was to see the Hiba forest with my own eyes and to meet Mr. Saburo Sakai, whose ancestors had managed and owned this forest since the Edo period. At Shichinohe-Towada, I met with a certain person, and we headed to Ushitaki in Sai Village on the west coast of the Shimokita Peninsula, facing the Tsugaru Strait, in a car driven by his son. With no highways, it was over a two-hour drive, counterclockwise around Mutsu Bay to the farthest point on the peninsula. I realized firsthand how vast Aomori is and how remote Shimokita is. After a lunch break at a drive-in, we arrived in Ushitaki around 2 p.m. Looking back, it seems a shame that we didn’t enjoy the seafood at the nearby Ushitaki Fishing Port, but instead, we went straight to Mr. Sakai's home. There, I began to learn about the history of the elusive Hiba forest, a process that continues to this day. Due to Mr. Saburo's advanced age, most of the conversation was with his eldest son, Yukihito, and they also provided me with some documents. The story differed from what I had heard in Tokyo, and I quickly realized that I needed to reassess my understanding based on their accounts. This initial impression led to a close relationship with the Sakai family and a deeper involvement in the Hiba forest issue.

On the return Shinkansen, I pondered many thoughts. While I believed Mr. Sakai's story to be fundamentally true, certain questions lingered in my mind:

1. Why had this Hiba forest remained unlogged until now?

2. What was the relationship between the Sakai family and the Forestry Agency before the litigation arose?

3. Generally, disputes between the Forestry Agency and private individuals over forest ownership stem from discrepancies between actual land and registered area, but this Hiba forest dispute involves a different location from the registered forest. Why is that?

4. According to the Sakai family, the forest was subdivided during the Meiji era survey. What was the purpose of this subdivision, and why did they settle for a registered area much smaller than the actual forest area despite conducting a survey?

Ultimately, these initial doubts were at the heart of the Hiba forest dispute, and it took four years to unravel these mysteries. It later became clear that Genpachi, the 18th head of the family who died in 1964, was an adopted son-in-law unfamiliar with the Sakai family's history. His sons (Hiroshi and Saburo) knew little about the forest's history, while villagers and forestry officials were more knowledgeable?a somewhat ironic reality. This article reflects the findings of my four-year investigation, revealing what I believe to be the closest to the truth. This is more than a mere non-fiction account, as it deals with an ongoing serious issue.
